They will be well treated by all officials and Customs House officers on their way to Wuchow and by the County on their arrival there, nor will any proceedings be taken against them on their return to China. They must not however collect together and create disturbances or break the regulations of the depot.
13. Under the present arrangement it is the Deputy at Wuchow who is in charge of the recruiting depot there and foreign firms will send no agents into the interior to establish recruiting stations elsewhere. If any rascals should claim to be sent for the purpose and thereby deceive the people notice should be given to the authorities who will punish the offenders.
14. This proclamation is to be pasted on boards and posted on the gates of every city and in the market places of the villages in every departmental and district magistracy throughout the province. The local officials must look after the proclamations and not have them taken down for the space of three years. The places where there are posted and the date of posting are to be reported so that officers can be sent to see that it has been done.
